Hertsmere Community Safety Partnership (CSP) treats all reports of anti-social behaviour (ASB) seriously and aims to work in partnership to resolve or reduce ASB in Hertsmere. 

How do I report anti-social behaviour?

If you are experiencing ASB now and would like police attendance please call the police’s non-emergency number 101 or 999 in an emergency.

Housing Association tenants should report incidents to their landlord, as they have a duty to manage ASB within its housing stock.

Repeat victims of anti-social behaviour may activate the Anti-social Behaviour (ASB) Case Review which allows for a review of the case to be completed if the threshold is met. Further information on the ASB Case Review can be found further down on this webpage. 

How do I report a crime?

You can report crime via the non-emergency number 101 or 999 in an emergency. An emergency is when there is a risk of injury to someone or a risk of serious damage to property, or you suspect a crime is in progress or there is a serious incident, which needs immediate police attendance. 

You can also report a crime online via the Hertfordshire Constabulary.  

How can I report crime anonymously? 

You can report crime anonymously to CrimeStoppers or by calling 0800 555 111. 

How can young people report crime anonymously?

If you are a young person, you can give information anonymously via Fearless and you can access non-judgemental information and advice about crime and criminality.

How do I contact my local ward Police Constable (PC) or police community support officer?  

Hertsmere Safer Neighbourhood Team’s (SNT) are part of Hertsmere CSP. They are made up of a team of Sergeants, Police Officers and PCSOs all dedicated to their neighbourhood to serve the community.

Your PCSOs are your first port of call if you have a problem where you live or are concerned about anti-social behaviour or criminal activity in your neighbourhood.

Your Neighbourhood Police Officers deal with issues that only those with full police powers can do, for example making arrests and stopping vehicles.

What is the Anti-social Behaviour Case Review?

The Anti-social Behaviour Case Review is designed to give victims of anti-social behaviour (ASB) the right to request a review of their case and bring agencies together to take a joined up, problem solving approach to find a solution.  It was previously called the Community Trigger.

When can I activate the ASB Case Review?

The ASB Case Review can be used if you have complained to Hertsmere Borough Council, the police and/or a registered housing provider (social landlord) on 3 or more occasions about separate incidents in the past 6 months.

Each incident of ASB must have been reported within one month of it happening.

This is called the threshold. If the threshold is not met the case review will not occur. 

How do I activate the ASB Case Review?

If you decide to activate the ASB Case Review you will need to give the following details:

  • Date of each time you've complained
  • Details of where you complained (name, organisation and/or incident reference number)
  • Information about the ASB

What can I expect?

Once you have activated the ASB Case Review, agencies must decide whether or not the threshold is met. The threshold decision will be made within 14 working days. If the threshold is met, a case review will be undertaken by partner agencies. The group will review how the partnership has responded to the incidents reported, review actions already taken, and if necessary, make recommendations on how the problem can be resolved. This review will take place within 21 days of the decision being made. 

Each victim has the right to appeal the decisions made by the panel (regarding whether or not the threshold has been met - or with the decision made at the review stage). For us, appeals will be considered by our Community Safety Manager where possible in conjunction with an independent representative from another Community Safety Partnership (CSP) in Hertfordshire. Appeals will be heard within 15 working days of the appeal being received. 

Victims will be represented throughout the process by the Community Safety Intervention Officer. You will be notified at each step of the process what is happening with your application.

Help with completing online forms 

If you don't have access to a computer, you can visit a library where you can use a self-service PC to complete your application. Staff are available to support you if you need it.
