Community Infrastructure Levy Fund

Last Modified June 07, 2021

The Community Infrastructure Levy (CIL) Fund is a pool which we have collected from a levy on developers of new homes and other properties for improving local facilities and services.

Funding of up to £5,000 is available for projects in Potters Bar and Bushey that support the local community to address infrastructure gaps and other needs.

To be eligible for funding you must meet all the points under essential criteria and at least one of the points under desirable outcomes.

If your project meets the listed criteria, you can apply for funding at: https://www.crowdfunder.co.uk/funds/hertsmere

Applications should be submitted by May 2022.

Essential Criteria: (projects must meet all points)

  • The project must be run by a not-for-profit organisation, be based in the parish boundary of Potters Bar or the parish boundary of Bushey, Hertfordshire and/or be run for the benefit of people of any age living and/or working in Hertfordshire.
  • Projects must address equality and diversity and therefore must be inclusive and accessible to everyone.
  • The project must have strong local support, and be able to reach at least 25% of its target through crowdfunding in order for a pledge to be made.
  • Projects must achieve 100 per cent of their target to secure any extra funding from us, with the ‘all or nothing’ funding model preferred.
  • The project must be completed within a year of the grant being awarded unless otherwise agreed.
  • Organisations implementing the projects will need to have governance and policy documents; a management committee; a bank account in the name of the organisation with a minimum of two cheque signatories where appropriate.
  • Organisations implementing the projects must have an income of less than £400,000 per annum.

Desirable Outcomes: (projects must also result in one of the following outcomes)

  • Reducing social isolation/loneliness.
  • Improving the health and wellbeing of adults in Hertfordshire.
  • Creating volunteering opportunities for local people.
  • Supporting and enabling vulnerable groups, and/or community safety, crime reduction and cohesion.
  • Reducing or delaying demand for council services in the community.
  • Creating a lasting capital community asset

Please note: we are only accepting bids from Bushey and Potters Bar. This is because the other parishes in the area (Borehamwood, Elstree, Aldenham etc.) already receive a portion of CIL funds through their town and parish councils. Organisations in these areas should contact their town and parish councils directly to enquire about funding.
