Wherever possible please use cashless provider Paybyphone.

If you fail to comply with the parking restrictions, or do not obtain or purchase a ticket from the Pay & Display ticket machines, you will be served with a penalty charge notice (PCN).

Contravention includes:

  • Overstaying time-limits in short-term parking areas
  • Parking on double or single yellow lines
  • Parking in bays designated for the disabled, without displaying the required badge
  • Parking in bays designated for permit holders, without clearly displaying a valid permit
  • Parking in a resident/visitor's bay without clearly displaying a suitable voucher, ticket or permit
  • Parking in loading bays

You can see our full list of parking contraventions (pdf, 42KB).

How much is the fine?

There are different levels of fine depending on the contravention.

Higher level penalty charge: £70 If paid within 14 days, this reduces to £35

Lower level penalty charge: £50 If paid within 14 days, this reduces to £25

If you do not pay and a Charge Certificate is issued, the fine increases by 50% to £105 and £75 respectively.

What should you do if you receive a PCN?

Do not ignore it otherwise it may cost you more. You need to either pay it, or contest it. Details of how to do this are on the back of the notice.

I want to contest it as i feel it has been wrongly issued?

The PCN will show the details of the alleged contravention, the date, time and location.

If you feel it was wrongly issued, or that there are mitigating circumstances, you will need to challenge your Penalty Charge Notice Online

This may result in the PCN being cancelled, or your challenge being rejected. In either case you will be informed about your rights and what happens next.

If you wish to make a challenge, you should do this straight away (within 14-days). You will then still be able to pay at the reduced rate should your challenge be turned down. If your challenge is rejected, payment must be received within 14 days to pay at the reduced rate. This period is not extended because a challenge has been made.

PLEASE NOTE, if you provide an email contact address with your challenge, the Council will respond via email where possible.
