Personal Licence
The Licensing Act 2003 ("the Act") establishes a regime for the granting of personal licences to individuals to supply, or to authorise the supply of alcohol. The personal licence is separate from the licence which authorises the premises to be used for the supply of alcohol
A Personal Licence authorises the holder to supply alcohol only from establishments with a premises licence. An individual may hold only one personal licence at any one time.
How to apply for a Personal Licence
You must reside within the district of Hertsmere.
Complete steps 1-6 and send all the documents to the council offices.
1. Fill out the Application for a Personal Licence
form.
2. Complete the declaration
in accordance with article 10 of the Licensing Act
Two passport photographs (One endorsed on the back as a true likeness by a solicitor of notary person of standing in the community or an individual with a proffessional qualification).
3. BIIAB Level 2 National Certificate for Personal Licence Holders
(NCPLH). There are also other accredited personal licence qualification providers 
4. Criminal conviction certificate, criminal record certificate or the result of a subject access search of the Police national computer by the national intelligence service. (Either by completing an application at your local police station or by Disclosure Scotland

6. Personal licence application fee is £37 pounds payable to Hertsmere Borough Council
Please be aware that incomplete applications will be rejected and returned.
