Temporary Event Notice
Application forms for a temporary event notice (TEN) under Section 100 of the Licensing Act 2003.
What are Temporary Event Notices (TENs)?
A TEN authorises an individual to hold small-scale events that include licensable activities. These can include retail of alcohol, staging regulated entertainment, provision of late night refreshment or situations where a Premise Licence do not meet the needs of a particular function.
Events may take place either indoors, outdoors, in a marquee or a garden that are not covered under the Premise Licence.
How do I apply for a temporary event notice?

Complete a Temporary Event Notice application form
and produce two further copies. - Send the original and one copy along with £21 to Hertsmere Borough Council. These must be received no later than 10 working days before the date on which the event begins.
Section 193 of the Licensing Act 2003 defines 'Working Day' as any other day other than a Saturday, Sunday, Christmas Day, Good Friday or a day which is a bank holiday.
'Ten Working Days' notice means ten working days exclusive of the day on which the event is to start, and exclusive of the day on which the notice is given.

The length of time a TEN may last for these purposes is 96 hours.

The Police may intervene on crime prevention grounds to prevent occurrence of an event. Ideally one should submit an application with plenty of time to arrange an agreement or modification to the TEN as it may be necessary.

The number of times a TEN notice may be given per premises is 12 times in a calendar year.

The maximum aggregate duration of the periods covered by a TEN at any individual premises (15 days per calendar year).

Number of people attending at any one time (a maximum of 499 including staff, organisers, stewards and performers).

A Personal Licence holder may hold up to 50 TENs in a calandar year.

A Non-Personal Licence holder may hold up to 5 TENs in a calandar year.

Where the premises are to be used primarily or exclusively for the sale or supply of alcohol for consumption on the premises, it is an offence to allow children under 16 to be present when the premises are open for that purpose unless they are accompanied by an adult. In the case of any premises at which sales or supplies of alcohol are taking place at all, it is an offence for a child under 16 to be present there between the hours of midnight and 5am unless accompanied by an adult. In both instances the penalty on conviction is a fine of up to £1000.
