General information on how Hertsmere Borough Council conducts procurement activities

Hertsmere Borough Council spends approximately £14m per year on a wide range of goods, works and services. We use a wide range of organisations to supply these goods and services. These include small and local companies and blue chip organisations as well as not for profit organisations and in house provision. The decision of which type of provision to use for each type of service is made at the options appraisal stage of the procurement process and will focus on what method of service provision will deliver ‘Best Value’ to the community.
New vendor neutral arrangement for the supply of agency staff
Following a recent audit of temporary staff usage, we are changing the way we procure temporary staff from agencies. Until recently the Council engaged with over 20 different agencies and this practice was time consuming for all staff involved. We have therefore taken the decision to appoint Comensura to take over the responsibility for managing the supply of all temporary staff. The new arrangement will come into effect on 13 November 2007.
Influential to the Councils decision to partner with Comensura was the fact that they are not a staffing company and are entirely vendor neutral. All current temporary staff will continue to be provided by our current suppliers and through the Comensura programme all suppliers will be presented with an equal opportunity to grow their business with the Council.
