Hertfordshire Prolific and other Priority Offenders (PPO) Strategy

This strategy clearly describes how Hertfordshire will tackle those offenders who commit the most crime in our communities. 

Offenders who commit the most amount of crime are selected as Prolific and other Priority Offenders or PPOs by multi-agency panels. They are offered a range of opportunities that will help them to change their offending behaviour, including access to education and training, treatment for drug or alcohol misuse, and access to benefits. 

PPOs who are released from prison are also given access to these interventions to enable them to avoid a return to re-offending, and young PPOs already in the criminal justice system are targeted for extra intensive support.  In order to reduce the number of future PPOs, families identified as being most at risk will be targeted for extra intensive support, including access to parenting classes and other interventions.

Offenders who do not change their offending behaviour are targeted by the police, and are brought swiftly to Court.

The Hertfordshire Prolific and other Priority Offenders Strategy describes the approach that will be taken by all agencies involved in managing the County’s most prolific offenders.  The Strategy has been endorsed by Hertsmere Community Safety Partnership (CSP) which leads on implementing this strategy in Hertsmere.
