Hertsmere Constitution

Hertsmere Borough Council's Constitution

Hertsmere Borough Council has a constitution, which sets out how the Council operates, how decisions are made, and the procedures, which are followed to ensure that these are efficient, transparent and accountable to local people. Some of these processes are required by the law, while others are matters for the Council to choose.

The Constitution is divided into 16 articles, which set out the basic rules governing the Council's business. More detailed procedures and codes of practise are provided in separate rules and protocols at the end of the document.

A number of changes to the Council's constitution, relating to the discharge of its powers as the Local Planning Authority, were agreed at a meeting of the full Council on Wednesday 13th July. The extent of the amendments can be viewed in the report agreed by the full Council by going to:

An additional change to the Council's constitution, to rectify an anomaly from the July changes, was agreed at a meeting of the full Council on Wednesday 14th September.
