Right of attendance, assistance and representations
- A party may attend the hearing and may be assisted or represented by any person, whether or not that person is legally qualified.
- Where a party wishes any other person (other than their representative) to appear at the hearing, they must complete a notice giving details of the name of the person and a brief description of the point(s) on which that person may be able to assist the Council in relation to the application, representations or notice of the party making the request in accordance with the timescales specified. The Chairman will advise if they are to be permitted to speak at the hearing.
- Any persons assisting or representing a party may be treated as a member of the public should the Council decide to exclude the public from all or part of the hearing. The procedure relating to disruptive behaviour shall also apply.
- A party may withdraw any representation they have made by giving notice at least 24 hours before the hearing or, alternatively, orally at the hearing. If all parties are in agreement, the meeting can be cancelled.
- Any party who has made written representations on an application, which have not been withdrawn, may speak at the hearing. Any written representations received after the 28-day deadline shall not be included.
