Community Toilet Scheme
The Community Toilet Scheme provides clean, safe and accessible public toilets in more convenient locations for residents and visitors.
The scheme was launched in Borehamwood in October 2008 as a pilot and following its success it has now been rolled out across the borough - in Bushey Heath, Potters Bar and Radlett.
Under the scheme, members of the public can use toilets in certain premises for free, without any need to make a purchase or use their services. Several of the premises offer wheelchair access and baby changing facilities.
How does the scheme work?
Local businesses are paid a small annual fee, between £600 and £1,000, to allow people to use their toilets during their normal opening hours. This fee is dependent on the facilities offered by the business.
Participating premises will display one of the following stickers in their window depending on the facilities offered:

Community toilets in Borehamwood:
- The Wellington pub, Theobald Street
- Caffè Nero, Shenley Road
- Fiesta Café, Shenley Road
- The Hart and Spool pub, Shenley Road
- McDonald's, Shenley Road
- Hertsmere Borough Council, Civic Offices, Elstree Way
Community toilets in Bushey Heath:
- The Three Crowns pub, High Road
Community toilets in Potters Bar:
- The Wyllyotts Centre, Darkes Lane
Community toilets in Radlett:
- The Radlett Centre, Aldenham Avenue
Community toilets in other areas
The public toilet by the fire station in Rudolph Road in Bushey is still in use. More premises are expected to join the scheme including the newly refurbished Shenley Parish Council offices in London Road, Shenley, and some of the council’s leisure facilities.
What about traditional public toilets?
The Community Toilet Scheme provides an alternative to public and automated loos which are costly to maintain and manage. The majority of automated public conveniences have been closed but toilets in parks will remain.
How are the toilets inspected?
All community toilets are regularly inspected by council officers to ensure they meet appropriate standards.
