What is it?
A grant of up to £1,875 to help landlords deal with problems of inadequate heating or thermal insulation in let properties where the property fails the Decent Home Standard on this item alone and this gives rise to an imminent risk to the health or safety of the occupiers because of cold.
Who is Eligible?
Private landlords of single occupation homes and houses in multiple occupation.
Note: Owner-occupiers, long leaseholders and private tenants may be eligible for assistance in their own right under schemes run by the Council or government-funded initiatives. Tenants of Social Registered Landlords may be eligible for schemes run by their landlord.
What works can I get a grant for?
The grant is for work to remove the specific hazard at the property of excess cold that directly affects the health, safety or welfare of the occupants, for example:
- No or inadequate structural thermal insulation e.g. cavity wall, loft, tank and pipework insulation;
- No or inadequate controllable heating system e.g. no adequate heating system for the size, layout and use of the property or inadequate appliances or controls;
- Uncontrolled ventilation causing excessive heat loss or draughts.
Grant is not available for works of routine maintenance or replacement or to remedy problems caused by a lack of maintenance.
How much is the grant?
The maximum eligible expense is £3,000 for a single home and £750 per letting up to a maximum of £3,750 for a house in multiple occupation. The grant payable will be 50% of the eligible expense.
Will I have to repay the grant?
Only if you sell or dispose of the property within 5 years of receiving the grant, or do not keep it available for letting for 5 years.
How do I apply?
Contact the Private Sector Housing Team on 020 8207 7802 to check availability and ask for a Thermal Comfort Grant enquiry form. We will be able to give you more information and explain what will happen.
What is the process?
- We will send you information and an application form. This will help you and us decide whether you, and the work proposed to your property, are likely to meet the criteria. You fill in the form and send it back to us, or we can help you fill it in.
- A member of the Private Sector Housing Team will contact you by telephone to discuss your enquiry and make arrangements to visit the property to look at the work proposed.
- We will then write to you and let you know whether you are likely to be eligible. If so, we will send you a list of works and further details.
- You obtain and send us two written estimates and proof of your ownership of the property.
- We will check your eligibility and subject to funds being available give you formal approval and tell you how much the grant will be.
- You then arrange with your builder/contractor to have the agreed work done.
- When you are happy that the work is complete, you tell us and send the invoice.
- We will check the work and authorise payment of the grant, normally direct to your builder/contractor.
Notes:
- These Grants are discretionary and funds are limited. Applications will normally be dealt with in date order unless there is a serious health and safety issue.
- Grants cannot normally be given where work has already started or been carried out.
