Hertsmere will have to find space for at least 5,000 homes to be built between 2001 and 2021.
The proposals are part of the Government's Regional Plan for the East of England (known as RSS14).
Richard Grove, head of planning, said: "While this council will continue to focus new development on previously developed land, in order to meet the targets some green belt land may need to be developed towards the end of the period."
At this stage it is too early to say whether the council will need to use green belt land or not but it will consult on its policy documents which will be used to identify potential sites. Later this year we will be consulting on the Site Allocations Development Plan Document Preferred Options which will be the first stage in identifying specific sites to meet the borough's future development needs.
