Empty properties are a waste of potentially available housing, and can often be a blight on an area. Hertsmere Borough Council has a duty to bring empty properties back into use, and thus maximise the available housing stock.
The Housing Act 2004 gives local authorities the power to require the landlords of properties to carry out repairs and housing improvements where a risk to the health of the occupier has been identified by housing inspectors.

The Rent Deposit Scheme is operated by Hertsmere Borough Council’s Housing Services Department to assist certain individuals to whom the council owes a duty through legislation access to the private rented sector, who would otherwise be denied because they can’t afford a deposit.
Hertsmere Borough Council offers two methods of renting from private landlords, either through our Rent Deposit Scheme or through our Private Sector Leasing Scheme.
