The Housing Act 2004 gives the Council a range of powers to make sure that properties are safe and suitable to live in. The following powers can be applied to empty homes:

PLACE stands for Private Lease Agreements Converting Empties. It is targeted at helping owners of long term empty homes return their properties to use in Chelmsford, East Herts, Epping, Harlow, Hertsmere, St Albans, Uttlesford and Watford. The scheme offers high level grant funding of up to £50,000 for properties needing significant repairs and ensures that properties meet the Government’s defined Decent Homes Standard.
To report an empty property,
Hertsmere Council aims to identify properties that are registered as empty in order that it can take steps to bring these properties back into use. The Housing Act 2004 (s237) allows the Council to use information provided for the purpose of Council Tax to identify properties that are registered as empty.
