Draft Radlett South Conservation Area Appraisal

The Council has undertaken an Appraisal of the Radlett South Conservation Area. The appraisal has assessed each character zone of the area, and has formulated some recommendations and measure for the future management of the Conservation Area. We would now like to know what stakeholders, residents and organisations think of the recommendations made.

Why did the Council carry out an Appraisal?

The Appraisal came about as a result of the council’s statutory responsibility to review its Conservation Areas from time to time. Our conservation consultants, the Built Environment Advisory and Management Service (BEAMS), part of the Hertfordshire Building Preservation Trust, carried out the assessment of the Conservation Area. This assessment looked at the reasons why the Radlett (South) Conservation Area should be protected as a historically important part of the Borough and the ways in which its historic character could be preserved and enhanced for future generations. The process of doing this was to look at different areas or ‘character zones’ within the Radlett (South) Conservation Area and analyse each in detail, taking in what were considered to be good, neutral and bad features. It was as a result of this analysis that possible improvements were identified.

What boundary change is being proposed?

One modest change to the boundary of the Conservation Area is being proposed. This is the removal of seven residential properties, all at Church Close, a 1990s residential development of five detached houses, and two modern dwellings to the rear of Christchurch Crescent. These seven dwellings are not accessed from the Conservation Area, and were all built after the original designation of the Conservation Area.

What management changes are recommended in the Appraisal?

In addition to the boundary changes, the Conservation Area Appraisal also recommends ways in which the Conservation Area could be better managed by Hertsmere Borough Council, working in conjunction with the highways authority, Hertfordshire County Council, as well as Aldenham Parish Council. These include:

  • Measures to enhance the setting and appearance of The Cat & Fiddle
  • Boundary revisions to exclude dwellings in Church Close and 27a and 29a Christchurch Crescent
  • The use of an Article 4 direction to ensure that any alterations or additions retain the essentially early 20th century appearance and character of particularly non-domestic buildings
  • Design guidance for development in the Conservation Area
  • Improvements to the street scene environment including street furniture at the Loom Lane and Cobden Hill junction, with the involvement from the Highway Authority
