Bushey High Street Conservation Area
The Council has made some changes to the Bushey High Street Conservation Area boundary and the ways in which the area is managed. These changes are the result of a recent assessment of the Conservation Area.
Why did the Council carry out this assessment?
The Planning (Listed Buildings and Conservation Area) Act 1990 requires Local Planning Authorities to review Conservation Areas from time to time and to determine whether any additional locations adjoining the area in question should be included in the Conservation Area. The same piece of legislation also requires that Local Planning Authorities prepare and publish proposals for the preservation and enhancement of these areas.
How did the Council carry out this assessment?
In 2007 we commissioned our conservation consultants, the Built Environment Advisory and Management Service (BEAMS), part of the Hertfordshire Buildings Preservation Trust, to undertake and assessment of the Bushey High Street Conservation Area on our behalf.
The assessment looked at why the area should be protected as a historically important part of the Borough and considered the good, neutral and bad features of the area so that recommendations for improvement could be made. This analysis of the area was done by splitting the Bushey High Street Conservation Area into seven distinct character zones. The results from the analysis of each zone were then used to provide specific and overall recommendations.
What changes have been made?
The Bushey High Street Conservation Area has been subject to a number of changes that take effect from 11th December 2009. These are:
- The removal of all properties east of 128 high Street on the corner of Bournehall Road on both sides of the road, including Bushey Golf and Country Club and Melbourne Road
- The removal of the Kemp Place and Montague Hall Place estates
- The inclusion of the area along the west side of Bournehall Road between Bournehall House, Bournehall Road and Tynecote, Herkomer Road within the Conservation Area

The creation of a new Conservation Area at the east end of High Street, including almost all properties along the north side of High Street from the Congregation Church to Pearl House and a larger part of Melbourne Road than currently included within the Bushey High Street Conservation Area

Will there be any other changes?
The Appraisal also made recommendations concerning the ways in which the Conservation Area is managed. These were:
- Design guidance for development in the Bushey High Street Conservation Area
- The tightening of planning enforcement controls in the area so as to better manage advertisements on shop fronts
- The Council considering the possibility of providing financial assistance for shopkeepers in the area who wish to enhance the appearance of their shop fronts
- The possible introduction of a Controlled Parking Zone on Bushey High Street, subject to the support of local residents and businesses
- Improvements to the pedestrian environment and a reduction in 'street clutter', with the possible introduction of more sensitively designed street lighting and, where practicable, road markings
- The consideration of a Tree Preservation Order protecting the trees within the grounds of Bushey Hall School
