Hertsmere Local Development Framework
Hertsmere Borough Council, as the Local Planning Authority, has a statutory duty to guide development within the Borough.
In 2004, the Government introduced major changes to the planning system in England. As a result, Hertsmere Borough Council will replace its Local Plan with a series of documents that will be collectively known as a Local Development Framework.
Until these documents are completed, we will continue to use the Hertsmere Local Plan to assess planning applications.
There will be three main documents in the Local Development Framework. These are known as Development Plan Documents (DPDs) and will be:
- The Core Strategy DPD
- Site Allocations DPD
- Development Control DPD
These DPDs will be supported by a number of additional documents known as Supplementary Planning Documents.
Local Development Framework (LDF) Issues and Options
The Council published its LDF Issues and Options report for public consultation on Monday 27th February 2006, forming part of the Regulation 25 consultation stage. The report set out a range of options for how Hertsmere could develop up to 2021.
The combined Issues and Option stage covered the three DPDs the Council is preparing. The Core Strategy will be the first DPD to be submitted for examination.
Although a formal six-week period of consultation was undertaken from February 2006, the Council will continue to accept representations on the Site Allocations and Development Control DPDs until further notice.

Core Strategy DPD
The Core Strategy sets out the overall vision for the Borough and policies for a number of key areas including housing, the environment, employment, transport and retail. We have recently consulted on the Core Strategy.
Site Allocations and Development Control DPDs
The Preferred Options for the Site Allocations DPD are scheduled to be published in 2008. The Preferred Options for the Development Control DPD are also scheduled to be published in 2008.
Local Development Scheme
The Local Development Scheme (LDS) sets out a timetable for the preparation of the Local Development Framework. The Government Office for the East of England approved a revised LDS in October 2006. This document can be downloaded alongside other planning publications.
The Council intends to review its LDS to reflect changes in the proposed timescale for preparing the Local Development Framework. The timescale
will need to be agreed with the Government Office for the East of England.
Evidence Base
The Council is undertaking a number of studies and surveys to gather information for the new Local Development Framework. The following reports have been completed so far:

- Central Hertfordshire Employment Land Review (November 2006)
- Identification of potential Gypsy and Traveller Sites (September 2006)
- Housing Needs Survey (November 2005)
- Gypsy and Traveller Accommodation Needs Survey (April 2005)
