Supplementary Planning Documents (SPDs) provide additional information to support policies in the Local Development Framework and Local Plan.
Parking Standards SPD.
The Council has made revisions to its Parking Standards SPD, including clarification of the approach to the discounting of off-street residential parking standards in accessibility zones. The changes were agreed for interim development control use from 1st July 2010 and adopted on 8th December 2010 for use in planning applications registered on or after 20th December.

Affordable Housing SPD.
The draft Affordable Housing SPD was approved by the Council on 12 December 2007 and was available for public consultation for a six week period. It provides clear advice with the aim of ensuring the delivery and provision of affordable homes within the Borough, in accordance with national policy and Hertsmere's Housing Needs Study and Community Strategy. It defines affordable housing and the threshold above which developers will be expected to provide affordable units. It also provides guidance on the design and layout of affordable housing, and information on negotiable Section 106 agreements.

Planning and Design Guide SPD
The new Hertsmere Planning and Design Guide SPD has been adopted by the Council.
The Guide sets out our principles as a guide for homeowners, developers and anyone one else carrying out work which requires planning permission. The guide covers the layout and appearance of both domestic extensions and new house building, as well as commercial development.
The standards and policies in the Design Guide will be used in the assessment of all planning applications registered on or after the 8th December 2006. Copies of the Guide and associated documents are available to download below.

Biodiversity and Trees SPD
This SPD will detail the local wildlife sites in the Borough. It will also provide details on habitat creation and maintenance and the protection of trees throughout the development process was adopted on 8th December 2010 for use in planning applications registered on or after 20th December.

Planning Obligations SPD
The Planning Obligations SPD replaces the Council’s s106 Procedural Note (2007). Its purpose is to set out the basis for financial contributions sought by the Council associated with new development. This was adopted on 8th December 2010 for use in planning applications registered on or after 20th December.
Council's Constitution was updated on 13th July 2011. The update provides officers with delegated powers to negotiate s106 agreements on smaller residential schemes. This will enable new residential developments of 1-4 dwellings to be subject to s106 contributions using the Planning Obligations standard charge. Applications registered on or after July 14th will be subject to the s106 charge in accordance with the Planning Obligations SPD 2010.

The following Supplementary Planning Guidance is cancelled, effective from the 8th December 2006:
- Residential Development Standards (adopted July 1991);
- Guidelines for Domestic Extensions Alterations (adopted July 1991);
- Residential Development Standards for new Residential Development and Domestic Extensions Alterations in Radlett (adopted February 1993);
- Annexes for Dependant Relatives and Domestic Staff - A Guide for Householders (adopted September 2003); and
- Guidance Notes for Developers on the Collection of Domestic Refuse (adopted December 2000)
