Supplementary Planning Documents
Supplementary Planning Documents (SPDs) provide additional information to support policies in the Local Development Framework and Local Plan.
Parking Standards and Affordable Housing SPDs
The Council adopted its Parking Standards and Affordable Housing SPDs on 6 October 2008. The Adoption Statement for both documents can be downloaded here:
Parking Standards SPD.
The Parking Standards SPD, in its draft form, has been in use for the determination of planning applications since 4 February 2008. Approval for interim use was necessary as the Council had been able to offer little guidance on the provision of car parking at new developments since the Secretary of State decided not to save Policy 25 of the Hertfordshire Stucture Plan past 27 September 2007. The adoption of the Parking Standards SPD provides officers with specific standards for car parking, disabled parking provision and cycle parking provision for reisdential, retail, business and lesuire uses. There is also advice on the layout of car parks, travel plans, Section 106 agreements and accessibility zones.

Affordable Housing SPD.
The draft Affordable Housing SPD was approved by the Council on 12 December 2007 and was available for public consultation for a six week period. It provides clear advice with the aim of ensuring the delivery and provision of affordable homes within the Borough, in accordance with national policy and Hertsmere's Housing Needs Study and Community Strategy. It defines affordable housing and the threshold above which developers will be expected to provide affordable units. It also provides guidance on the design and layout of affordable housing, and information on negotiable Section 106 agreements.

Biodiversity and Trees SPD
This SPD will detail the local wildlife sites in the Borough. It will also provide details on habitat creation and maintenance and the protection of trees throughout the development process. It is intended to publish a draft SPD for consultation in late 2009.
Section 106 Procedural Note
The Council has published (September 2007) a Section 106 Procedural Note. This document is intended to provide developers and potential applicants with guidance relating to our preferred approaches to legal agreements and the contributions that may be sought from new developments where it is considered appropriate and consistent with legislation to do so.
Please note that the Procedural Note has not been formally adopted as an SPD. Copies of the note can be downloaded from the Planning Publications page.
