Hertsmere Borough Council reviews its conservation areas from time to time and is proposing to make alterations to the boundary in addition to suggested improvements to the way the conservation area is managed.
The proposal looks to extend the conservation area to the south from London Road towards Silver Hill and the area around Porters Park Drive.
In addition to the boundary change, the council, in-conjunction with Hertfordshire Highways and Shenley Parish Council, suggest measures to protect and enhance the character of the historical core in and around the Cage Pond. It also looks to protect particular buildings by requiring planning permission for small-scale changes.
Cllr Charles Goldstein, Planning and Performance Portfolio Holder, explained: “We want to ensure Shenley remains an attractive and well-preserved area, but there is always room for improvement and we feel that we can achieve this by expanding the boarders of the conservation area, but also making improvements to the way in which the conservation area is managed.
“This means there would be tighter controls over what can happen in the area in terms of building, construction, the general look and feel, and alterations to existing premises.”
For example, the designation of a conservation area would mean there would be restrictions on the type of development on houses that can take place, while trees would get additional protection and the council would need to be advised of any works to them.

The review was undertaken by the Built Environment Advisory and Management Service (BEAMS), part of the Hertfordshire Building Preservation Trust. Responses will be reported back to the council’s Executive Committee before the final appraisal and conservation area boundaries are agreed. It is expected that the final decision will be made in early 2012.
