New planning and design guidlines released

A new document which aims to make the planning process easier is being launched by the Council this week.
The Planning and Design Guide aims to provide clear advice for homeowners wanting to extend or improve their property and requires developers to provide high quality design, accessible buildings and sustainable construction methods.
The guidelines will be used to help assess all planning applications received after Friday 8 December 2006.
Mark Silverman, Policy and Transport Manager at Hertsmere Borough Council, said: "This planning guide will make it easier for residents and developers to know what our planning officers require and will be important in the assessment of planning applications.
"We decided to produce a guide as there was a need to update and expand upon older guidance and to reflect the Government's emphasis on the need for good design and to reject designs which fail to take opportunities to improve an area.
"Our guide will enable us to secure higher standards of design, layout, accessibility and sustainable construction whilst at the same time enhancing and protecting the local character and appearance of our towns and villages."
Work started on the planning guide in 2005, went out for public consultation in April 2006 and was finally approved by Executive in October 2006. The guide replaces five separate planning documents, some of which date back to 1991.
Mark adds: "The guide provides considerably more detail and clarity with additional drawings for all types of developments. There is also a section on what can be built by householders without requiring planning permission."
