No ticket targets in Hertsmere

Our parking service is not contracted out nor do our parking attendants have ticket targets is the message from the Council as national focus turns to parking regulations across the Country.

Hertsmere Borough Council took over enforcement of all parking restrictions across the Borough from the police on Monday 30 January. Since decriminalisation, the team of existing parking attendants have been licensed by the Council to enforce parking across the Borough.

Hilary Shade, Head of Asset Management, which runs parking enforcement at Hertsmere Borough Council, said: “We opted against employing contractors to run parking enforcement across the Borough as we did not feel this was a suitable approach to take in Hertsmere.

“Instead we decided to extend our existing in-house parking attendant team, who are not subject to ticket targets.

“Parking enforcement is not about generating revenue. All money generated through parking fines goes straight back into the administration of the system and any surplus gained will be locally invested to improve local transport such as parking, traffic management and facilities for pedestrians and cyclists.

“Parking enforcement is entirely down to making our roads safer, reducing illegal and inconsiderate parking, reducing congestion and ensuring better availability and turnover of short term parking spaces in town centres."
