The government has announced a number of grants for businesses that have either been mandated to close or have seen a loss of income due to lockdown or tier restrictions.  

Due to ongoing restrictions, businesses can apply for a number of grants while they remain closed or their business suffers.

Depending on your circumstances, you might be able to apply for more than one of these grants. Please check the eligibility to see if this applies to your business. The grant(s) you can apply for depends on whether or not you have been mandated to close or whether or not you have a business rate account number.

Available Grants

Local Restrictions Support Grant (Closed) Addendum

  • Period covered by grant: 5 November 2020 to 2 December 2020 and 20 December 2020 until Hertsmere is no longer in tier 4 or above
  • Available: from 5 November 2020
  • Who can apply: Only available to companies with a business rate account (including those with nothing to pay) mandated to close during lockdown or in tier 4
  • Value of award: 
    Rateable value up to £15,000 – the award is £1,334 per 4 week period
    Rateable value of £15,001 to £50,999 – the award is £2,000 per 4 week period
    Rateable value of £51,000 or more – the award is £3,000 per 4 week period
  • How to apply: This scheme is open and you can apply for the Local Restrictions Support Grant now.

 

Local Restrictions Grant Support (Closed) 

  • Period covered by grant: from 2 December 2020 to continue while Hertsmere remains in tier 4. This is reviewed by the government on a two-weekly basis.
  • Available: Please apply as soon as possible
  • Who can apply: Only available to companies with a business rate account (including those with nothing to pay) mandated to close by the tier 2, 3
  • Value of award: 

    Rateable value up to £15,000 – the award is £667 per 14-day qualifying restriction period.
    Rateable value of £15,001 to £50,999 – the award is £1,000 per 14-day qualifying restriction period.
    Rateable value of £51,000 or more – the award is £1,500 per 14 day qualifying period.

  • When to apply: This scheme is open and you can apply for the Local Restriction Support Grant now.

Local Restrictions Grant (Open)

  • Period covered by grant: 2 December 2020 to 19 December 2020
  • Available: Please apply as soon as possible.
  • Who can apply: Any business that has seen a loss of income due to Covid restrictions, either directly or indirectly. Please refer to our Discretionary Policy towards the top of this page.
  • Value of award: 
    • Businesses with a rateable value of exactly £15,000 or under or businesses with no rateable value will receive £467 per two week period. Market traders will be paid this rate on a pro rata basis meaning someone working twice a week in the borough will receive four days divided by 14 days multiplied by £467 = £133.43
    • Businesses with a rateable value of over £15,000 and less than £51,000 will receive £700 every two week period.
    • Businesses with a rateable value of exactly £51,000 or over will receive £1,050 per two week period.
  • When to apply: This scheme is open and you can apply for the Local Restriction Support Grant now.

Additional Restrictions Grant (ARG)

  • Period covered by grant: 5 November 2020 to 31 March 2022.
  • Available: 5 November 2020 to 31 March 2022. 
  • Who can apply: This is a discretionary fund and any business can apply for this if they need further assistance due to Covid- related losses. You can apply for this even if you have already received other grants. Please see our Discretionary Grant Policy
  • Value of award: 

    Value of grants will be dependent on the circumstances of your business.  

  • When to apply: 

    This scheme is open and you can apply for an ARG now.

Christmas Support Payment for 'wet-led' pubs (CSP)

  • Period covered by grant: December 2 2020 to December 29 2020
  • Available: To be made available as soon as possible. Need to have applied by 31 January. 
  • Who can apply: Pubs who derive over 50% of their income from drink sales. This includes pubs that have already received an LRSG. 
  • Value of award: £1,000 one-off payment. 
  • When to apply: This scheme is now open. If you have already applied for other grants, all you need to do is email steve.gorick@hertsmere.gov.uk confirming that in normal times you receive over half of your profits from the sale of drink. Please quote you reference number (beginning 750…). If you have not applied, please complete the form for the other grants and tell us in the additional information that you are also applying for the Christmas Support Payment.

Closed Business Lockdown Payment (CBLP)

  • Period Covered by grant: From 5  January 2021. It is a one off payment for retail, hospitality and leisure businesses to help these businesses through to spring.
  • Available to: This grant is only available to business rate payers who have been mandated to close since the national lockdown started on 5  January 2021. The criteria to receive this grant is the same as the Local Restrictions Support Grant (Addendum) (LRSGA) so if you received this grant you will also receive the CBLP. The grant is paid in addition to any other grants you may have received.
  • How to Apply: You will automatically receive this grant if you have received an LRSGA so there is no separate form and you do not need to do anything if you have already applied for the LRSGA.
  • Value of Award:
    • Rateable value of up to £15,000 – the award is £4,000
    • Rateable value of £15,001 to £50,999 – the award is £6,000
    • Rateable value of £51,000 or more – the award is £9,000

When will payments by made: For businesses that have already received an LRSGA, the money will reach accounts by Tuesday 2nd February. Payments for newly received LRSGA claims will me made regularly after this date

One off Hardship ARG Grant

  • Period Covered by Grant: 5 November 2020 to 31March 2022
  • Available: 15 February 31 March 2021
  • Who can apply: For rated businesses, the grant is open to any business that has suffered financial hardship due to the Covid crisis but was not able to claim any of the grants made available over the summer.

    For non rated businesses – any business can apply

  • Value of Award:
  • Where no rates are payable or a rateable value of £15,000 and under – the award will be up to £10,000
  • Rateable value of between £15,001 and £50,999 – the award will be up to £25,000
  • Rateable value of over £51,000 - the award will be decided on a case by case basis

 

  • How to Apply: Businesses that have not claimed a grant have to complete a form using the button below. As this is one form for all grants, please make it clear that you are applying for a One Off Hardship Grant in additional information box, explaining why the grant is being applied for.Businesses that have already applied can e-mail directly  to ARGHardship@hertsmere.gov.uk explaining in as much detail as possible why they are claiming the grant. Please provide your original grant claim number (beginning with a 75…)

 

  • When will the awards be made: The application window for this grant closed on 31 March 2021. The council will spend the early part of April deciding on the awards. We aim to start making payments and informing businesses in the week commencing 19 April 2021.

Taxi Driver ARG Grant

  • Period Covered by Grant: 5 November 2020 to 31 March 2021
  • Available:  15 February 31 March 2021
  • Purpose of Grant   This grant is to help taxi drivers cover their on-going business costs during the periods of lockdown / tier restrictions. It is not intended to cover living costs which are covered by other grants / welfare benefits.
  • Who can apply:  Hertsmere licenced taxi driver that have provided:
    • Bank Details
    • Driver Number
    • Vehicle number plate
    • Ongoing Vehicle indemnity insurance
  • Value of Award:  £500 one off payment.
  • How to Apply: Please use the form via the button below. Please indicate clearly in the additional information box that you are applying for the £500 payment for taxi drivers

Local Restrictions Support Grant and Additional Restrictions Grant

Restart Grants – from April 2021

As part of the March 2021 budget, the government announced a new Restart Grant that will run from 1 April 2021.

This grant will replace the Local Restrictions Support Grant which will close on 1  April.

When can I receive this grant?

Although the chancellor announced the grant on 3 March, the guidance from central government is not due out until the week commencing 22 March and no grants will be paid until after 1  April.

Because of the required software changes, it is not likely that any grants will be paid until the second or third week of April.

How much will be paid?

This is dependent upon what sector your business is in. There will be amounts for non-essential retail and other amounts for leisure, hospitality and personal care.

The rate will also depend on the size of the business. Like the current grant schemes, the rates are split dependant on the rateable value of the business premises.

Once the guidance has been published, we will be able to confirm these rates

How often will these grants be paid?

These are one off grants paid to assist businesses in the final stages of lockdown restrictions

Will I need to complete a new application?

We do not know yet. We will try to make the application process as simple as possible but we do not know what information we will need to process these grants.

 

Furlough scheme and mortgage holidays extended

The furlough scheme will now remain open until March 2021, with employees receiving 80 per cent of their current salary. 

To give homeowners peace of mind too, mortgage holidays will also no longer end during the second lockdown.
