The Animal Welfare (Licensing of Activities Involving Animals)
(England) Regulations 2018
The licensing of animal related activities has changed. The Government has brought legislation in line with the Animal Welfare Act 2006 and has brought the licensing of animals into the 21st Century.
The new regulations came into force on 1 October 2018. These regulations supersede a number of the older animal licensing acts, meaning all existing licence holders (except for DWA and Zoo Licence holders) will need to apply for their renewed licence under this new regulation.
Animal boarding businesses (Inc home boarders and day care), dog breeders, pet shops, riding establishments and the keeping of or training of animals for exhibition are now covered under a single type of licence. It is known as an 'animal activity licence', with new nationally-set licence conditions for businesses providing any of these animal-related services.

Please note: These conditions cannot be changed as they are set in the new regulations.

Applications are formed of three sections. A common first section for the applicant details, a choice of second sections specific to the particular activity and a common final declaration section.
In every case, three sections must be completed and submitted, along with the appropriate fee and necessary supporting documentation to the address below. If you are applying for multiple activities, it may be necessary to complete more than one second section.
