Taxi Licensing Policy
Hackney carriages and private hire vehicles are an important mode of local transport, and as such, have a specific role to play in an integrated transport system. They are able to provide safe, secure and comfortable transport, providing an on-request door-to-door service in various circumstances, including where public transport may not be available (e.g. in very rural areas), or for those with mobility difficulties.
We have a responsibility to ensure that drivers, proprietors and operators of hackney carriage and private hire vehicles are fit and proper persons to hold such licenses. Accordingly, taxis, their drivers and operators are licensed by the council. Vehicles are subject to mechanical tests and drivers undergo periodic DBS and medical checks.
On 26 April 2017 Hertsmere Borough Council approved the Taxi Licensing Policy 2017-22. This policy came into effect on 1 May 2017 and contains information about legal requirements, government guidance, council policy, procedures and standards relevant to hackney carriage and private hire licensing.
Whilst each application and enforcement measures will continue to be considered on their own individual merits, the Taxi Licensing Policy provides guidance to applicants, existing licensed drivers, proprietors and operators when making applications and renewals.
New applicants, existing operators and drivers are strongly advised to familiarise themselves with this policy prior to submitting any application.
