Council Tax Refund

We've agreed to refund Hertsmere’s share of the Council Tax increase for 2023/24.

What is being refunded?

Your council tax is made up of a number of precept charges made by:

  • Hertfordshire County Council (77%)
  • Police & Crime Commissioner for Herts (11%)
  • Parish and Town Councils (2%)
  • Hertsmere Borough Council (10%)

We can only refund Hertsmere’s element of the Council Tax.  As the chart below shows, most of what you pay goes to the other authorities.

How much will I get?

 The amount you receive is based on the parish that you live in. This is because the council tax varies slightly per parish because of “special expenses” that are listed as a separate element within your council tax bill. “Special expenses” are charged by Hertsmere to residents in certain parishes for work normally carried out by your parish council, such as maintenance of bus stops.

The table below shows how much will be refunded per council tax band and within each parish. The figures are based on you being liable to pay 100% of the full charge. Therefore, your refund may be reduced if you receive a discount (for example if you are the only adult in the property), or you receive disabled band reduction, or council tax support.

Who qualifies?

The refund is for Hertsmere residents with a council tax bill who experienced the increase on the new bills.

This means, to receive the refund you must:

  • Be liable for the council tax at the same dwelling on 31 March 2023 and still resident at time of applying
    This means you were resident for a period within 2022 /23 and are still resident now.
  • Have a bill to pay
    This means you cannot get a refund if you have a bill with nothing to pay because you receive a property exemption, or you receive full Council Tax Support.
  • Be claiming for your main residence
    The refund is not for second homes or empty properties.

How do I claim, when will I be refunded and how will it be paid?

An online form is available here and you can claim from 22 August to 13 November 2023. Applications made outside of this 12 week application window will not be accepted. 

We will also ensure that those who aren’t regularly online are made aware of this scheme and can claim via non-digital methods by calling the council on (020) 8207 2277.

We will make a payment to your council tax account for the amount of the increase by 31 December 2023.   

Direct Debit payers will see their final instalment reduced by the amount of the award. 

If you have already paid your council tax in full for the current financial year, we will automatically transfer the credit to reduce your 2024/2025 council tax bill. 

There are no grounds of appeal so the council’s decision in the administration and calculation of the amount of your refund is final.
