Elstree Way Corridor Area Action Plan (PDF 7.51mb)

The Elstree Way Corridor is an area in Borehamwood which is a mix of businesses, commercial units, public sector services and housing. It is known as the gateway into Borehamwood town centre and runs from the A1(M), along Elstree Way, up to the Tesco roundabout.

Aims of the Area Action Plan

The Area Action Plan (AAP) aims to guide future development and regenerate the area for the benefit of the town and local residents. An AAP is a Development Plan Document (DPD) that together with the new Local Plan Core Strategy (approved In January 2013), forms the most important considerations in determining most planning applications in the Elstree Way Corridor.

Planning policies


The AAP puts in place planning policies to guide development proposals and supporting infrastructure, along with details of how these proposals will be delivered. It is used to make decisions when people apply for planning permission. It will direct investment, give increased certainty to potential investors, build confidence and help us in securing funding and facilitating development.

Housing


The Elstree Way Corridor has been identified within the adopted Core Strategy, as being able to deliver at least 800 residential units, a significant level of housing to meet the needs of the borough. The redevelopment of the corridor is an opportunity to improve the physical fabric of the area as well as environmental improvements to existing buildings, the street scene and open spaces.

The Elstree Way Corridor Area Action Plan was formally adopted at the Full Council meeting on 8 July 2015 and now forms part of the Hertsmere Local Plan 2012-2027 alongside the Core Strategy, Site Allocations and Development Management Policies Plan and the Policies Map.
