Background

Hertsmere Borough Council submitted the Site Allocations and Development Management Policies Plan to the Secretary of State in November 2015. An independent Planning Inspector is currently examining this plan to check that it is sound and that the council has followed the correct procedures.

The inspector wrote to us on 29 December 2015 raising a number of concerns in respect of policies SADM 35 Major Green Space and SADM36 Local Green Space in the submitted plan.

The Inspector asked us to re-consider these policies and to review the sites to which they apply.  We have now undertaken this review and submitted proposed changes to the Inspector. Our conclusions from the review, proposed changes and reasons for them were set out in these two documents submitted to the Inspector:

Revised Open Space and Green Space Site Assessment Matrix (updated) - PLEASE NOTE: this matrix supersedes the matrix which follows page 57 in the HBC Hearing Statement (Document HBC/1). It has been updated to include four sites which were omitted from HBC/1 in error, and the names of some of the sites have been corrected.

The Inspector’s response is set out in this further note, in which he confirms his request that we undertake public consultation on the proposed changes to the Green Space section of the submitted Plan prior to the public hearings scheduled to start on 12 April 2016.

Revised Open Space and Green Space policies for consultation

We sought views from interested organisations and individuals on the revised policies, the sites to which they are proposed to apply and consequent changes to the supporting text. These are set out in a revised ‘Open Spaces’ section of the Plan which it is proposed will replace the ‘Green Spaces’ section in the submitted plan.

The consultation period ran for 28 days from 22 February 2016 until 5pm Monday 21 March 2016.

Revised Open Space and Green Space Site Assessment Matrix (updated) - PLEASE NOTE: this matrix supersedes the matrix which follows page 57 in the HBC Hearing Statement (Document HBC/1).

The updated Revised Matrix includes minor updates to the names of some of the sites, and sites BH001 Hillmead Nature Park, BH003 Windmill Recreation Ground and Allotments, BH004 Land r/o 2-44 Richfield Road and SM003 Playing Field at St Giles School (which are all now proposed to be designated as Open Spaces) have been added to the list because they were omitted from the list within the Hearing Statement in error.
