Update to the Radlett Planning Brief Supplementary Planning Document

The Radlett District Centre Key Locations Planning Brief was first adopted by Hertsmere Borough Council in March 2011. The main role of this document is to set out the known constraints and planning policy contexts for a number of key locations in the centre of Radlett.

What does the brief do?

The brief provides advice on how our existing policies should be applied. Its aim is to ensure that key development opportunities in, and immediately adjoining, Radlett district centre are maximised. It will also guide any development so it enhances the existing character, appearance and function of the area, providing guidance on the types of development – and, in particular, the uses – that would be appropriate at each site. Where required it also advises on more detailed issues such as scale, design, landscaping and possible car parking arrangements.

Changes since 2011

Since 2011 there have been a number of changes in both national and local planning policy. The Radlett Key Locations Planning Brief therefore needs to be updated in order to provide the most up-to-date planning guidance for the four key locations in Radlett.

These changes include the introduction of the National Planning Policy Framework (NPPF) in 2012 which replaced a large number of old Planning Policy Statements. At a local level, Hertsmere's Local Plan has been updated, with the council adopting a new Core Strategy in 2013, and the new Site Allocations and Development Management Plan DPD (SADM) due to be adopted imminently.

A number of other local planning documents have also been updated since 2011 including the Design Guide SPD (this was revised in 2013, and proposed revisions in 2016 are to be consulted on very soon) and the Parking Standards SPD (2014). The Radlett District Centre SPD therefore needs to be updated to reflect these changes in order to provide up-to-date planning policy guidance for the four key locations in the centre of Radlett.

Consultation

The council has consulted various statutory bodies (e.g. the Environment Agency and Hertfordshire County Council) and local organisations on some proposed changes to this document so that the local community and other stakeholders have an opportunity to influence the document before it is finalised and adopted.
