The Electoral Registration and Administration Act 2013 requires local authorities to complete a review of all parliamentary polling districts and polling places every four years.
- A polling district is the geographical area created by sub-dividing a constituency or ward.
- A polling place is the building or area in which a polling station is located.
- A polling station is the actual room or area where voting takes place.
A benefit of these reviews are to ensure that they are accessible for everyone and there are reasonable facilities for voting.
Following the 2018 Local Government Boundary Commission for England (LGBCE) and the Parliamentary polling districts and polling places review, new arrangements were implemented in May 2019. Proposals for May 2023
Due to Covid-19, the Police and Crime Commissioner elections of 2020 were postponed and rescheduled to 2021.
To ensure the elections in 2021 could be delivered, abiding by Covid guidance and legislation, it was necessary to make changes to some of the polling places in the borough.
Having trialled the polling stations in 2021, Hertsmere Borough Council are proposing to make these changes permanent for all elections from 2023. The table below highlights these proposed changes.
Due to the number of changes proposed, it was agreed by council that these changes would go to public consultation;

Bentley Heath and the Royds Disclosure
Hertsmere Borough Council looked to include Bentley Heath and the Royds ward during this review with the aim of finding a possible alternative polling place for Pope Paul Catholic School. However having explored all the possible options The Returning Officer with support of Council have concluded that there are no suitable alternatives and electors in polling district QB will continue to vote at the School.
