HM Land Registry update
From 10 December 2025 we will no longer provide a local land charges search service. The last date for submitting LLC1 request to us is 2.30pm on 28 November 2025.
After 10 December 2025, our Local Land Charges Register will be migrated to HM Land Registry's national register. You will be able to access the new digital service through Portal, Business Gateway and on HM Land Registry’s GOV.UK pages
We will continue to provide replies to Con29 enquiries.
Guidance for solicitors and conveyancers
It couldn't be easier to apply for official local authority searches using our Public Access for Land Charges System (PALC). The fully integrated system provides a totally electronic official search service connecting users directly to the property data held by us.

Our Local Land and Property Gazetteer (LLPG) holds the addresses of every known property in Hertsmere. Therefore, if the property you are looking for does not appear in the drop down menu there is a probable reason. Before submitting your search, please check the following:
- The address is in Hertsmere - Find your local council
- You have the correct address/postcode - Find my Official Address or Royal Mail Postcode Finder
- You are searching the official address. Our LLPG does not hold plot numbers so if you are searching a new build check the address first with our Street Naming and Numbering Officer
If you have not used the system before we would recommend reading the guidance notes first. When uploading your search, please ensure plans do not exceed 4MB.

Searches primarily consist of information from other departments and back office systems, so occasionally there will be things that affect the amount of time it takes us to a complete search. So, what is Hertsmere's search status right now?
