A motion was raised at full council focused on fly-tipping and to increase deterrents for fly-tippers, using three requests, to ensure visible and consistent enforcement. Hertsmere’s current Fixed Penalty Notice fine is £300.
It was requested that Cabinet consider looking into the feasibility of raising the fine for fly-tipping to £1000 as part of a fly-tipping crackdown as well as the possibility of increasing the number of environment officers patrolling the streets in hotspot areas.
A discussion for Cabinet to consider the establishment of a ‘Fly-tipping Wall of Shame’, using camera footage to catch offenders in action, with members of the public asked to engage with identifying those responsible in the footage and help bring them to justice.
It was also requested that the Leader of the Council to consider bringing a regular fly-tipping information report to Cabinet, on a monthly or quarterly basis, detailing the number fly-tips reported, the number of fines issued and the locations of hotspots, so as to provide transparency and demonstrate the scale of this crime to both councillors and the public.
