Shaping the Future of Hertsmere
What the Visions project is about
Hertsmere Borough Council has been working with urban design specialists AR Urbanism to develop a series of Visions for our four main settlements: Borehamwood, Potters Bar, Bushey and Radlett.
The Visions explore the distinctive character, opportunities and future potential of each settlement, setting out aspirations for how these places could evolve over time.
The project is now at an advanced stage, and we look forward to publishing the Visions soon.
Why we're doing this
We want to ensure Hertsmere's towns and communities remain attractive, sustainable and thriving places for generations to come.
The Visions aim to:
- Reflect the distinctive character, strengths and aspirations of each settlement.
- Identify opportunities for future improvements, regeneration and investment.
- Encourage high-quality development and attractive, welcoming public spaces.
- Support better connections, sustainable travel and community infrastructure.
- Help inform the emerging Local Plan and future place-shaping initiatives.
How the Visions fit with the Local Plan
The Visions form part of the Council's wider work to plan positively for Hertsmere's future.
They provide a valuable understanding of the opportunities and challenges facing each settlement and will help inform the Council's approach to future growth, investment and placemaking.
The Visions are being developed alongside the new Hertsmere Local Plan. They will provide useful supporting context for the Local Plan and may also inform future work on design, regeneration and improvements to local places.

Project progress and next steps
The Visions have been developed and refined through engagement, analysis and ongoing work with the Council.
The project is approaching completion, with the documents being prepared for publication.
