Shaping the Future of Hertsmere
What the Visions project is about
Hertsmere Borough Council is working with leading urban design specialists AR Urbanism and Something Collective to create inspiring Vision documents for our four main settlements - Borehamwood, Potters Bar, Bushey, and Radlett.
These Visions will set out clear, place-specific guidance to help shape future development, regeneration, and investment. Together, they will form direction for the revised Local Plan and provide a strong foundation for planning guidance at each of the settlements.
Why we're doing this
We want to ensure Hertsmere’s communities thrive for generations to come. The Visions will:
- Reflect local priorities and aspirations in each settlement.
- Guide the quality, character, and location of future development.
- Support improvements to infrastructure, public spaces, and active travel.
- Feed into the revised Local Plan and related planning guidance.
How the Visions fit with the Local Plan
The Visions will complement other technical evidence supporting the emerging Local Plan. A separate Regulation 18 consultation on the wider Local Plan is expected in April 2026.

Timeline
- April 2026: Draft Visions refined following feedback and aligned with the Local Plan programme, including the Regulation 18 consultation.
- Next steps: Publication of final Frameworks to guide planning decisions.
