- The purpose of the Developer Contributions Framework is to provide guidance on Hertsmere Borough Council's requirements and approach to the use of both the Community Infrastructure Levy (CIL) and Section 106 (s106) agreements (including the provision of Affordable Housing), known as Planning Obligations.The Framework comprises a suite of documents and other guidance including the Council's charging schedule for the Community Infrastructure Levy (CIL). The Framework is intended to primarily be an online resource, with relevant sections updated as and when required, rather than being a single, static 'document'. From 1st December 2014, it will also replace the Council's Planning Obligations Supplementary Planning Document.
